Happy New Year to
everyone! I hope everyone had a wonderful holiday season. We have once again completed
a very successful year given the challenges of the current economic times. I
would like to thank the Town board for working together as a team to make the
difficult decisions needed to move our town forward. Many thanks to all the
coaches and youth program directors whom have made our summer, fall, and winter
sportÕs programs a success. A special thanks to our highway department who have
done a great job keeping our roads in shape during difficult winter months.
This year will provide
many new challenges. The announcement of the closing of the Chazy Pfizer/Wyeth
facility will test our townÕs ability to cope with change. At this time, Pfizer
has told us that they are doing everything in its power to bring a buyer to the
table. We will do anything we can to help them.
As we move forward, it
will be very important to continue to support our local businesses. They
provide great services to our community. Chazy is a great place to live and do
business. I look forward to working with the Town Board to provide our
residents with the services needed at the most reasonable cost.

WATER DISTRICT: The first water bills for 2010 have
been mailed. Please review the
bill for the gallons used, if the usage is high, you could possibly have a
leaky faucet or toilet. It has
come to my attention that several touch pads are dangling off of houses, please
reattach them to your house. If
you have any questions about your bill please call 518-846-7544 ext. 1.
Sewer District: Please do not put solid objects down
toilets. When these substances
reach the sewer pump stations, the grinder pumps become clogged and jammed,
thus this part of the system is out of service until repaired. Thank you in advance for your
cooperation.

The 2009-2010 hunting licenses may be purchased from the Town Clerk.
Please bring an old license or your driverÕs license.

TOWN AND COUNTY
TAXES: The Town and County tax
bills were mailed out the first of January 2010. Please let me know as soon as
possible of any address change. If you have not received your bill and you do
not have an escrow account, please contact me at 846-7544 ext. 2, for a copy of
the bill or go online to our Town website, www.townofchazy.com
and click on Links then click on ÒView and Pay Your Tax Bill OnlineÓ to get a
copy and even pay online if you wish. If you chose to pay by installments,
please note that the second, third and fourth coupon is to be paid to the
Clinton County TreasurersÕ office in Plattsburgh as noted on the coupon. I will
be collecting the Town and County Tax bills until April 30, 2010.
DOG LICENSES: A reminder that once a dog reaches four
(4) months the dog needs a rabies shot and then needs to be licensed at the
Town ClerkÕs office. $7.50 for neutered or spayed dogs and $15.50 for dogs
un-neutered or un-spayed. Should
you have any problems with other dogs you may contact our Dog Control Officer
David Underwood at 236-4135 or 534-3898.
TOWN BOARD MEETING DATES FOR 2010: The regular meeting
night remains the second Monday of the month at 7:00 PM in the Chazy Town Hall,
with the exception of October, which will be the second Tuesday and November,
which will be held on the Thursday immediately following Election Day.

Patricia Ayer ~ Town of Chazy Assessor

The Town of Chazy
needs a town resident to serve on the Board of Assessment Review. The Board of Assessment Review is a
five member board that holds an Assessment Grievance Hearing the 4th
Tuesday in May. You will listen to
property owners assessment complaints and jointly determine the assessed value
for the following tax year. If you
have an interest in serving your Town, contact the Supervisor or Assessor and
let us know.
Assessment Exemptions
renewals for 2010 have been mailed to property owners. For senior citizens, if any property
owner is turning 65 before December 31st, or is already 65, and has not
signed up for the senior assessment exemptions, contact me at the Town
Hall. Do not forget to send in the
other yearly renewal exemptions: Agricultural Land, Income Disability,
Non-profit.
All exemptions are due
by March 1st 2010.
Richard Lewis ~ Highway Superintendant
This winter has been quite similar to
last winter. Last year at this time we had used 241 loads of sand and salt.
This year so far we have used 239 loads. We havenÕt had any big storms but a
lot of small ones. The warmer temperatures have helped keep the roads clear of
ice and snow build up. We need the warmer temperatures because secondary roads
donÕt have the volume of traffic to work the salt to melt the ice. Chazy is
very fortunate that the highway crew uses comp time for overtime instead of
receiving money. Depending on the year, this is a savings of about $30,000 to
$40,000 annually.
Our 1995 plow truck spun a bearing and
ruined the engine in the first part of January. A reconditioned engine would
cost $17,000. To rebuild the old engine would cost approximately $11,000. We
were fortunate to find a good used engine from Olin Harvey that cost us $4,000
delivered to the garage. All the work was done here at the garage with our crew
under the direction of our mechanic, Steve Stokes, for a total cost of about
$6,500. That also included a new clutch and turbo. If it is cost effective, we
will send the old crank shaft to be rebuilt and Steve will do a rebuild on the
old engine so we will have a spare that will fit in three of our trucks. We had
a single axle truck ready to go for a spare plow, but no sander in it. We were
loaned a sander from the Town of Chesterfield, so we were back in business with
very little interruption.
This fall the highway crew under the
direction of Dan Wells and Tim Lamica built an 18ft. by 20ft. salt storage
shed. Now we have about 100 tons of straight salt if we get severe icing
conditions. The entire cost was $1,700. We traded services with NYS DOT for
used scrap guide rails for the frame. We borrowed a portable welder from Roy
Forrette of Sciota and a post hole digger from Ray Acoin.
Every one of the Town of Chazy Highway
crew came up with ideas that have saved the Town money or time. All this in
house work has saved the Town thousands of dollars.

Can anyone believe
that January 2010 is history? They
say, ÒTime flies when you are having funÓ and it looks that is true. We survived our Quadricentennial year of celebration, with great satisfaction, and look forward to a little quieter
year, although, Samuel DeChamplain
will still make his presence known occasionally.

A group of people from
various walks of life including a high school junior attended a workshop given
by Peter Martin at ChazyÕs town hall January 4th and 5th, three hours per
session. This was done to give the group a starting point and goals to formulate
a plan, for Dr. ClarkÕs gift of his home, built in 1813, to The Alice T. Miner
Museum, to see if the home would be desirable, feasible and viable for the
museum to add to their historical presentations. The six hour workshop only worked on the desirable aspect to
lay the ground work and direction for the group to follow to complete a plan
proposal to present to the museum board for their final decision. The plan is to have the proposal ready
for this coming April.




The Chazy Library
Board has agreed to accept Dr. ClarkÕs gift of his office as our new library.
The stone part of this building was built in 1807 by Solomon Fiske as a shoe
shop and office for his tannery next door. The tannery building is long gone
but it was also a stone building built the same year as the office. The new location has two things that
are greatly needed, this building has more space and it is handicapped
accessible.
We now start looking
forward to 2014 when the bicentennial of the Battle of Plattsburgh will be
observed. We will start this year
by adding historical markers of which some will commemorate key points of
interest of the Battle.

Robert Cheeseman, Town Historian with assistance by
Patricia Ayer. It was an important
part of every day life before electric refrigerators!

We have had many
questions at the Town Hall from people asking about the Open Burning
Regulations passed October 14, 2009.
These new Open Burning Regulations have been passed by New York State
and are enforced by the New York State Department of Environmental
Conservation. We have copies of
the NYSDEC regulations that explain the specifics of open burning in New York
State available at the Town Hall.

February 7 and February 14 from 5pm to 6:20pm.


Watch for the CCRS
Winter Weekend sponsored by The Chazy LionÕs Club February 17th to
the 20th. The theme of the sculptures will be Storybook Characters.
