CALL MEETING TO ORDER

 

Supervisor Staub Spiegel called the 09/10/07 Regular Town Board meeting to order at 7:00 PM.

 

MINUTES

 

Councilor Donald Trombly made a motion that the minutes of the 08/13/07 regular Town Board meeting be approved as submitted by the Town Clerk, seconded by Councilor Cathy Devins.

COMPUTER UPDATE

 

At the request of Supervisor Staub Spiegel, David Dominy, Certified Communications Engineer, gave a presentation on updating the Town offices computers to a server network that would help eliminate some of the computer problems that the different departments are experiencing. He stated that for $9,618.00 for equipment and labor, he could provide us with a much better computer system. The Board will go over the information provided and make a determination at a later date.

 

ATTORNEY FOR THE TOWN REPORT

 

            Attorney William Favreau reports:

 

            That the County has finished the paper work and will transfer Kinsley Road         Bridge to the Town on 09/27/07 which will in turn transfer the bridge to William        Ashley.

 

HIGHWAY SUPERINTENDENT REPORT

 

            Highway Supt. Richard Lewis reports:

 

¯    That he wishes to thank everyone for the sympathy card of the death of his uncle.

¯    That the trailer that he was authorized to buy, Resolution No. 78 – 08/13/2007 was sold before he could go back with the authorization to purchase it. Lewis would like the Board to think about authorizing him, in the future, a higher amount that he could spend on equipment than what he is now authorized so as not to loose out on items like this.

¯    The paving is done and that shoulder work is in progress.

¯    That roadside mowing is in progress for the second time.

 

OPENING OF BIDS FOR BACKHOE

 

Three bids for a backhoe loader were received. The following bids will be checked out by Highway Supt. Richard Lewis to determine if they meets specifications and will advise the Board what bid he recommends the Town accept.

TOWN COUNCIL ITEMS

 

¯    Councilor Marinus Rovers discussed Water District issues with the Board.

 

¯    Councilor Jerry Deno discussed the Water Tank inspection with the Board and advised that the new flag pole at the West Chazy Town Hall looks good.

            Also, that the West Chazy Town Hall roof needs painting. The Rec. Park signs    are back logged.

            Deno also suggested that Deputy Town Clerk be raised to $10.00/hr from the      present $8/hr.

 

¯    Councilor Cathy Devins stated that the newly painted RR overpass on Rt. 9 looks great. Devins also discussed what was being done with sidewalk repair and burned out houses with the Board.

 

¯    Councilor Donald Trombly suggested that the Supervisor send a letter to Sherb House that the flag pole he provided has been installed at the West Chazy Town Hall.

 

SUPERVISOR ITEMS

 

            Supervisor Staub Spiegel reports:

 

¯    The new flag pole is up at the West Chazy Town Hall.

¯    Dog Control Officer, Bruce Surprenant, is resigning as of Dec. 31, 2007.  Town of Mooers is currently accepting applications for the position.

¯    That the Rail Road underpass has been painted.

¯    That there was a water main break by the Chazy Fire Station and has been repaired.

¯    That Susan Patnode, Town Secretary, asked permission to attend a retirement meeting on Sept. 20 & 21, 2007.

¯    That Bernier Carr is asking $500.00 for new current maps that the Town never received for the Water and Sewer Districts. To re-contact Bernier Carr about the maps.

¯    That Chazy Orchards has yet to satisfy their bill.

¯    That a letter was received from Kay Branagon about an umbrella stand that was lent to Historian Mary Ellen Cassleman.

¯    That the Kalvaitis mine issue is still being discussed as he still needs to put up a yellow flashing light of some kind to be in compliance.

¯    Receiving a Water and Sewer District report from DEC and discussed their findings.

 

 

BOARD OF ASSESSMENT REVIEW APPOINTMENT

            WHEREAS,   he agrees to another term with the Board of Assessment Review; 

 

            NOW, THEREFORE, BE IT RESOLVED, that the Chazy Town Board does hereby re-appoint Joey Trombley, 1 Bison St., to the Board of Assessment Review due to expire September 30, 2012.

 

RESOLUTION AUTHORIZING ASSESSOR PATRICIA AYER TO ATTEND RPSV4  COURSE

            NOW, THEREFORE, BE IT RESOLVED, that the Chazy Town Board does hereby authorize Patricia Ayer to attend the RPSV4 course, to be held October 17 & 18, 2007 and November 8 & 29, 2007 at Ray Brook NY; and further

           

            RESOLVED, that mileage and the course fee will be paid out of her school appropriation account.

 

RESOLUTION AUTHORIZING PAYMENT OF CLAIMS BY SIGNING ABSTRACTS
