MEETING TO ORDER
Supervisor Staub Spiegel called the 09/12/2011 Regular Town
Board meeting to order at 7:00 PM.
MINUTES
Councilor Donald Trombly made a motion that the minutes of the 08/08/2011 regular Town Board meeting be approved as submitted by the Town Clerk, seconded by Councilor Jerry Deno.
4 ayes, 0 noes and 1 absent. Motion carried.

The Supervisor and Town Clerk August monthly reports submitted to Board for review and filed.

SUPERVISOR ITEMS

Staub Spiegel reports:
1. Wishes to
thank Woodman of the World for the new flag pole and for the ceremony
commemorating the new flag pole and presentation to the Town of a flag with
names of deceased people of the 9/11 tragedy and a plaque.
2. James
Abdallah, from AEDA, gave an update on the salt storage in that we are waiting
for the grant to be awarded and a contract from the State.
3. On update
of beaver dam on Little Chazy River.
4. On vault
update. Wiring has been separated from the site of the vault.
5. Having
received a letter from David Martin, noting that the Dr. Clark house was in
probate and that the house and contents were to be auctioned off, and proceeds
of that would be split between Union and McGill colleges.
6. That
Francis Smith was going to terminate his services to the Town as of December
2011. Will attempt to get Bills Service to work on the TownÕs generators.
7. Having
contacted Association of Towns and they approved that the Town get a special
account for funds donated for recreation center equipment and that they be used
specifically for that purpose.
8. The need
for a special meeting for working on the 2012 Budget.

Spiegel asked Attorney for the Town, William Favreau about the possibility of
having the person adopting a dog from the Dog Control officer to incur the
Veterinary fees associated with the dog to be adopted. They can, but it may deter
someone from adoption of the dog if there are too many fees.
TOWN COUNCIL ITEMS
Councilor Donald Trombly Discussed The Following With The Board:

West Church St., West Chazy, sidewalk. Dpt. Hwy.
Supt. Tim Lamica advised that the sidewalk is in the process of being repaired.

Rust complaint on water system. No complaints have
been received.

Ingraham road update. Nothing new.
á
Town Garage boundaries. Nothing new.
á
Remarked on speak out article about backstop on West
Chazy Fire Dept. ball field.
Councilor Cathy Devins Discussed The Following With The Board:

Pfizer update. A new marketing agent has been
procured.
á
Amazing Grace Winery complaint of sediment in their
water. A blow off to be installed at a cost of about $300 to help alleviate the
problem.
Councilor Jerry Deno Discussed The Following With The Board:

Thanked Woodman of the World for the flag pole.
á
Code Officer Update. Matthew BellÕs Hours are
Tuesdays and Thursdays from 5 pm to 7 pm. He will have to go to school as soon
as there are classes available.
á
Asked for update on flood and storm damage from Dpt.
Hwy Supt. Tim Lamica advised that other than a couple little washouts that the
damage in the Town was minimal.
á
Members of the former West Chazy PTO group would like
to know if the Town would accept the play ground equipment at the West Chazy School
for the West Chazy Rec. Park if they were able to get the equipment from
Beekmantown School.

PROJECT PRESENTATION CONTINUED
Winslow Moore, president of Edge Design & Consulting
Inc. continued his presentation started at last monthÕs meeting. Attorney for
the Town, William Favreau, is still waiting for a generic copy of a contract.
ZONING/FIRE
AND BUILDING CODE OFFICER/APPOINTMENT/MATTHEW BELL

WHEREAS, Matthew Bell has agreed to the appointment as Zoning/Fire and
Building Code officer for the Town of Chazy,
NOW, THEREFORE BE IT RESOLVED,
that the Chazy Town Board does hereby approve the appointment of Matthew Bell as Town of Chazy
Zoning/Fire and Building Code Officer effective August 11th, 2011
for the balance of the year 2011 and the balance of the annual Code Officer salary
of $8,755.00.

BUDGET WORKSHOP MEETING
Resolution: 11-85 09/12/2011
Motion by: Councilor
Jerry Deno.
WHEREAS,
the proposed tentative budget for 2012 has to be presented to the
Town Board;
NOW,
THEREFORE BE IT RESOLVED, that the Chazy Town Board does hereby assign 5:00 PM,
Monday, October 3, 2011, at the Chazy Town Hall, as a special workshop meeting
for the Town Clerk to present the proposed tentative 2012 budget; and
FURTHER
RESOLVED, that the Town Clerk advertises the meeting in the official newspaper.
