CALL MEETING TO ORDER

 

Dep. Supervisor Jerry Deno called the 09/14/09 Regular Town Board meeting to order at 7:00 PM.

 

MINUTES

 

Councilor Donald Trombly made a motion that the minutes of the 08/10/09 regular Town Board meeting be approved as submitted by the Town Clerk, seconded by Councilor Cathy Devins.          

 

4 ayes, 0 noes and 1 absent.  Motion carried.  Ayes - Councilor Christopher Latremore, Councilor Jerry Deno, Councilor Cathy Devins, Councilor Donald Trombly.  Noes - 0. Absent - Supervisor Staub Spiegel.

 

REPORTS

 

The Supervisor and Town Clerk August monthly reports submitted to Board for review and filed.

 

The J.C.E.O. Community Outreach August monthly report submitted to Board for review and filed.

 

PUBLIC COMMENT

 

Clinton County Legislator Report

 

Clinton County Legislator Tom Sears reported that the sales tax revenue is good and is estimated it will be above projected revenue.

He also talked about proposed roof top highway.

 

ATTORNEY FOR THE TOWN REPORT

 

            Attorney Heidi Dennis reports:

 

            That Chazy Orchards fine is paid.

 

HIGHWAY SUPERINTENDENT REPORT

 

            Highway Supt. Richard Lewis reports:

 

á      That about 2.3 miles of paving in Chazy was completed.

á      Shared services with T/Plattsburgh. Stumps in West Chazy Rec. Park were ground.

 

TOWN COUNCIL ITEMS

 

Councilor Christopher Latremore Discussed The Following With The Board:

 

á      NYSEG survey for natural gas. Survey coming.

á      Thank everyone for open house, ÒWhat can we do for you?Ó event.

á      Robert West needs to contact William Favreau about house on Miner Farm Road.

á      Gary Amell water meter to be removed.

á      Electrical at Chazy Rec. Park. Finished.

á      Use of water line camera on Church St. None available.

 

Councilor Cathy Devins Discussed The Following With The Board:

 

á      Dog situation on Clark St.

á      North Farm Road looks nice.

á      Chazy Fire Dept. did an awesome job at their open house on Sunday.

á      Chazy Fire Dept. had a wonderful open house.

á      Electric pole – Dallas and Patty Maxwell – leaning.

á      State poured cement on wall near underpass. Looks good.

 

SUPERVISOR ITEMS

 

            Deputy Supervisor Jerry Deno reports:

 

á      Pedestrian signs for Rt. 9 and Miner Farm Rd. crossings to be purchased.

á      Check received from Chazy Orchard for fine.

á      Did receive notice from State of N.Y. DOT regarding speed zone request for reduction on Stratton Hill Rd. They will get back to us with their findings.

á      Sent packet to Bernier & Carr regarding cost to be our engineer for sewer building project for grant application.

á      Sidewalks to be done within next couple of weeks.

á      Dr. ClarkÕs house is to be left in the following order, 1. Miners, 2. County Historical Society, 3. McGill University. Town not mentioned in will.

á      Will schedule work meeting for 2010 budget. To be Monday October 5, 2009 at 7:00 pm.

 

2010 BUDGET WORKSHOP MEETING

            WHEREAS, the proposed tentative budget for 2010 has to be presented to          the Town Board;

 

            NOW, THEREFORE BE IT RESOLVED, that the Chazy Town Board does hereby assign 7:00 PM, Monday, October 5, 2009, at the Chazy Town Hall, as a special workshop meeting for the Town Clerk to present the proposed tentative 2010 budget; and

 

            FURTHER RESOLVED, that the Town Clerk advertises the meeting in the official newspaper.

AUTHORIZATION FOR T/CHAZY TO ENTER INTO AGREEMENT WITH COMI TELECOMMUNICATION SERVICES

Motion by:      Councilor Cathy Devins

 

WHEREAS, the Town of Chazy needs to retain a consultant and agent for the purpose of assisting, advising and representing the Town on matters relating to the preparation of a Wireless Telecommunications Facilities Local Law for the Town, and reviewing and analyzing applications received by the Town for Wireless Telecommunications Facilities;

 

            NOW, THEREFORE, BE IT RESOLVED,  that the Chazy Town Board does hereby authorize Supervisor Staub Spiegel to enter and sign an agreement between the Town of Chazy and Comi Telecommunication Services, purpose being to retain as consultant and agent for the purpose of assisting, advising and representing the Town on matters relating to the preparation of a Wireless Telecommunications Facilities Local Law for the Town, and reviewing and analyzing applications received by the Town for Wireless Telecommunications Facilities.

            WHEREAS, The Town has been authorized to install yield to pedestrian signs;

 

            NOW, THEREFORE, BE IT RESOLVED that the Chazy Town Board does hereby authorize the purchase of 2 R1-1 State Law Yield to Pedestrian signs from U. S. Barricades, LLC.
