Supervisor Staub Spiegel called the 10/13/09 Regular Town
Board meeting to order at 7:00 PM.
MINUTES
Councilor Donald Trombly made a motion that the minutes of the 09/14/09 regular Town Board meeting and the 10/05/09 special Town Board meeting be approved as submitted by the Town Clerk, seconded by Councilor Christopher Latremore.

County Legislator Report
Clinton County Legislator Tom Sears reported:

The informational meeting on 10/08/09 between 6pm and
8pm, about replacing the Slosson Road Bridge, was attended by one town
resident.
á
That the sales tax revenue is good.
á
The County passed a resolution supporting the rooftop
highway.
PLANNING
BOARD REPORT
Planning Board Chairman, Thomas
Dashnaw, presented the Board with a list of changes that the Planning Board
felt should be made to the Chazy Zoning Law.
The Board will review the changes
and decide at an upcoming meeting as to when a public hearing will be held
should the decision be made to make the changes. Tom also answered Councilor
LatremoreŐs question of an update on the RPS software.
SUPERVISOR ITEMS
Supervisor
Staub Spiegel reports:
á
Having met with Clinton County Hwy. Supt. Al Rascoe,
on the issue of ownership of the Ingraham Road. Mr. Rascoe will review the
issue.
á
Adele Douglas has agreed to write a grant for a salt
storage building.
á
The Recreation Parks have been closed with the water
shut off for the winter. Also, the old building on the Chazy Rec. Park was
refused by the American Legion. It will be moved to the back of the park until
it is determined what should be done with it.
á
The meter on the Gary Amell property has been
removed.
á
The sidewalks repairs are done. Thanks to the Highway
men that helped Tom Roberts.
á
Receiving a request for a 35 mph zone on Oliver St.
á
The Town was audited last week.
á
An update to the burned out house on the Miner Farm
Rd. A prospective buyer, with an engineer, met with Code Officer Robert West
about what he could do with the property. He was given a week to get back to
West with an acceptable plan.

Receiving information on unsafe structure process
from Attorney William Favreau.
á
The emergency process of Town Government should
anyone be stricken with the H1N1 flu.

The Town Board of the Town of Chazy, duly convened in
special session October 5, 2009, does hereby resolve as follows:
SECTION 1.
Pursuant to and in accordance with the provisions of Section 106 of the
Town Law and other applicable provisions of law, the tentative detailed
statement of estimated expenditures and revenues, with certain changes made, be
and the same hereby is approved and adopted as the preliminary budget of the
Town of Chazy for the fiscal year beginning January 1, 2010. Such preliminary budget shall be filed
forthwith in the office of the Town Clerk of the Town of Chazy where it shall
be available for public inspection.
SECTION 2. The
Town board of the Town of Chazy shall meet at the Town Hall at 9631 Route 9,
Chazy, NY, on November 5, 2009 at 7:00 PM and then and there hold a public
hearing upon such preliminary budget.
SECTION 3. The
Town Clerk of the Town of Chazy shall give notice of such public hearing by
publishing notice thereof in the Press-Republican, the official newspaper of
the Town of Chazy, at least five (5) days prior to November 5, 2009 and shall
cause a copy of said notice to be posted on the signboard of the Town of Chazy
not later than five (5) days before November 5, 2009.
SECTION 4. This
Resolution shall take effect immediately.

the Chazy fire protection contract with the Chazy and West Chazy Fire Districts
to be held at the Chazy Town Hall on Thursday Nov. 5, 2009 at 7:05 PM.

Department requires the Town of Chazy to acquire an annual maintenance permit
for activities that the Town conducts with water and sewer lines installed
within the right-of-way along County roads within the Town of Chazy;

THEREFORE, BE IT RESOLVED, that the Chazy Town Board does hereby authorize the
Supervisor to file, with the Clinton County Highway Department, an annual application
for a maintenance permit, required for maintenance activities that the Town
conducts with water and sewer lines within the County roads right-of-ways,
