MEETING TO ORDER
Supervisor Staub Spiegel called the 05/10/2010 Regular Town
Board meeting to order at 7:00 PM.
MINUTES
Councilor Donald Trombly made a motion that the minutes of the 04/12/2010 regular Town Board meeting and the 04/26/2010 special Town Board meeting be approved as submitted by the Town Clerk, seconded by Councilor Cathy Devins.

PUBLIC COMMENT

COMMUNITY OUTREACH WORKER/BARBARA MARKING
Barbara Marking appeared before
the Town Board to introduce herself as the new J.C.E.O. Community Outreach
Worker for the Town of Chazy and that her hours will be 8:30 am to 12:00 pm
(noon) Monday thru Friday.
POSSIBLE
ACCEPTANCE OF THE DR. CLARK HOUSE BY ALICE T. MINER MUSEUM
David
and Patricia Martin appeared before the board to request permission to have a
special vote to see if people would accept a Town wide tax district to help
fund the maintenance of the Dr. Clark house if the Alice T. Miner Museum were
to accept the house. Attorney for the Town, William Favreau, will look into the
legal aspect of it and what would need to be down.
PROJECT
SUNLIGHT
Glen
F. Michaels, Assistant Attorney of the Plattsburgh regional office made a
presentation to the Town Board on

TOWN COUNCIL ITEMS
Councilor Donald Trombly Discussed The Following With The Board:
á
Fire hydrants are getting rusty and need painting and
control panels at pumping stations need to be checked for rust. Could it
possibly be a painting project for an eagle scout?
á
New bathrooms at the Chazy Rec. Park in need of a
privacy barrier.
á
Playground equipment for the recreation parks by Jim
West has been installed. No further equipment to be made at this time.
á
Wish list update. Nothing further at this time.
á
Any more land set aside for agriculture use. Not
aware of any.
á
Have been collecting usable mail boxes discarded at
the land fill. Could the Hwy. Supt. use them? Richard advises he could use them
as long as they are in good shape.
Councilor Cathy Devins Discussed The Following With The Board:
á
Update on valve installation at CCRS. Installation on
hold at this time as a representative from Rural Water wants to meet with the
Chazy Fire Dept. on May 19, 2010 to determine how the fire trucks are filled
and to determine if that may be causing the problem with dirty water in that
area. No recent complaints have been received.
á
Station bill update. Owner is showing interest in
asking the Town to take over the water line.
á
Update on repairs to tennis courts at George E. Deno
Memorial Park in West Chazy. Nothing further from Beekmantown Central School as
to any help with finances.
á
Mr. Seymour sewage problem update. Nothing new from
Mr. Seymour.
á
Burned out house on Miner Farm Rd. update. Has been
cleared and cellar filled in. Property has since been sold again.
á
The feasibility of forming a historical committee to
look into buildings in the Town that might qualify as historical buildings.
Councilor Jerry Deno Discussed The Following With The Board:
á
Tennis Courts have cracks that should be filled in.
Hwy. Supt. Richard Lewis will have Gorman Bros. look at the tennis courts and
give a quote to fill in the cracks.
á
Asked Hwy. Supt. if there was any possibility of any
extra black top to fill in the dirt sections of the road to the George E. Deno
Memorial Park in West Chazy.
á
Pfizer update. Sup. Spiegel – nothing new on the
sale of the building. Pfizer gave the Town some office supplies.
Councilor Christopher Latremore Discussed The Following With The Board:
á
Having received a call from Co. Leg. Tom Sears
stating he would not be attending the meeting today and that he had nothing new
to report.
á
Having been advised by Bubba Badger that he was
willing to mow the grass along the sidewalk in Sciota again this year.
á
Update on water tower painting. Bid to be opened at
the Chazy Town Hall at 10:00 am on May 27, 2010. The public is invited.
HIGHWAY SUPERINTENDENT REPORT
Highway
Supt. Richard Lewis reports:
á
Planning to have some crack sealing done by Gorman
Bros. on the Ratta Rd., Ashley Rd. north of Stratton Hill Rd. and Slosson Rd.
at a cost of $35,000.00.
á
Planning to black top the Minkler Rd. from Miner Farm
Rd. to Lake Shore Rd., Laforest Rd. and Blair Rd.

cable application for renewal.
SUPERVISOR ITEMS

Having received a thank you from the American Legion
for annual donation for flags.

The Memorial Day parade is at noon on May 30, 2010.
á
Chazy Westport Communications having installed six
phone lines in the Town Hall, at no cost to the Town, for use as a command
center in case of an emergency. Thanks.
á
Thanks to members from the Clinton County Jail for
their help with clean up at Chazy Rec. Park.
á
Volunteers needed to help Jerry Deno and Tom
Tetreault on May 15, 2010 with cleanup at George E. Deno Memorial Park in West
Chazy.
á
Assessor, Patricia Ayer requests permission to go for
more schooling that she needs as assessor.
á
Looking into the possibility of moving the vault into
the maintenance shop.
á
Shed roof in need of repair.

CLERK TO RESIGN
Supervisor
Staub Spiegel stated that Veronica Brasdat advises that she intends to tender
her resignation as Court Clerk. The Town has advertized for a Court Clerk and
Town Judges will hold interviews.
PLANNING
BOARD UPDATE
Thomas
Dashnaw, Chairman of the Planning Board, requested that a student intern be
used to enter data in a GIS format for $3,000.00 in order to update the
Comprehensive Land Use Plan, should the Town Board approve.

Bosley has volunteered to help with the data to be entered.

acceptance of the only bid of $18,990.00 for repair work and painting to the
Chazy T/hall from Sawyers Construction , 6005 Sentinel Rd. Lake Placid, NY
12946 and authorize the Supervisor to enter into contract with Sawyers
Construction after providing references.

the Comprehensive Land Use Plan, at a cost of $3,000.00;
NOW,
THEREFORE, BE IT RESOLVED that the Chazy Town Board does hereby authorize the
Supervisor to employ a College intern at a cost of $3,000.00 to enter data for
use in updating the Town of Chazy Comprehensive Land Use Plan and be paid
through Town payroll.
