CALL MEETING TO ORDER

 

Supervisor Staub Spiegel called the 05/11/09 Regular Town Board meeting to order at 7:00 PM.

 

MINUTES

 

Councilor Donald Trombly made a motion that the minutes of the 04/13/09 regular Town Board meeting be approved as submitted by the Town Clerk, seconded by Councilor Cathy Devins.

            REQUEST FOR SPEED ZONE

 

Daniel B. Duffina, 22 Stratton Hill Rd. West Chazy, NY (Ingraham) submitted a letter and a petition, with approximately (49) forty nine signatures, to the Town Board requesting a 35 MPH speed zone be established on the Stratton Hill road beginning at Rt. 9, T/Beekmantown, through the Hamlet of Ingraham and ending approximately 2000 feet North on Stratton Hill road, T/Chazy.

 

REQUEST FOR 35 MPH SPEED ZONE IN INGRAHAM

WHEREAS, Daniel B. Duffina of Ingraham submitted a letter and a petition, with approximately (49) forty nine signatures, to the Town Board requesting a 35 MPH speed zone be established on the Stratton Hill road beginning at Rt. 9, T/Beekmantown, through the Hamlet of Ingraham and ending approximately 2000 feet North on Stratton Hill road, T/Chazy.

 

            NOW, THEREFORE, BE IT RESOLVED that the Chazy Town Board does hereby authorize the Town Clerk to forward the letter and petition, with approximately (49) forty nine signatures, to the Clinton County Highway Dept. requesting a 35 MPH speed zone be established on the Stratton Hill road beginning at Rt. 9, T/Beekmantown, through the Hamlet of Ingraham and ending approximately 2000 feet North on Stratton Hill road, T/Chazy, along with form TE 9a.

OPENING OF BIDS FOR SURPLUS GENERATOR

 

Two bids were received for the surplus Onan 33 kvw generator.

 

1.    Francis W. Smith/DBA/Smithelectrics, 468 Ratta Rd. Chazy, NY 12921 for $543.21 and was accompanied by a non-collusive bidding certificate.

2.    Steven H. Provost, 63 Bradford Rd. Plattsburgh, NY 12901 for $978.00 and was accompanied by a non-collusive bidding certificate.

 

ACCEPTING BID FOR SURPLUS GENERATOR

WHEREAS, 2 bids were received for the surplus Onan 33 kvw generator. One from Francis Smith/DBA/SmithElectric for $543.21and one from Steven Provost at $978.00;

 

            NOW, THEREFORE, BE IT RESOLVED that the Chazy Town Board does hereby authorize acceptance of the higher bid of $978.00 for the surplus Onan 33 kvw generator from Steven H. Provost, 63 Bradford Rd. Plattsburgh, NY 12901.

TOWN COUNCIL ITEMS

 

Councilor Donald Trombly Discussed The Following With The Board:

á      Sidewalk repair along Rt. 9 at RR underpass.

á      Status of Baker complaint of farmerÕs runoff over sidewalk in Sciota.

á      Timely submission of water and sewer tests.

á      Dam on Little Chazy River in West Chazy still needs repair.

 

Councilor Cathy Devins Discussed The Following With The Board:

 

á      Thanked Hwy. Supt. Richard Lewis and men of the Hwy. Dept. for building the storage shed at the West Chazy Rec. Park with lumber that was on hand.

á      Status of Inmates working for the Town. Supervisor advised that the first week in June is when the Inmates are to paint the swing sets and buildings at the Rec. Parks.

á      Status of Conrad Bechard. Supervisor – nothing yet.

á      Bandstand – status.

á      Operation of filter at CotŽ residence. Supervisor – fine.

 

Councilor Jerry Deno Discussed The Following With The Board:

 

á      Offered his thanks to the Hwy Dept. for building shed at W.C. Rec. Park.

á      Status of Rod and Gun Club request to set up in the Town of Chazy. Supervisor – it is still with the Planning Board and has lots of opposition.

 

Councilor Christopher Latremore Discussed The Following With The Board:

 

á      Status of sending out NYSEG natural gas surveys. Supervisor – still awaiting NYSEG.

á      Status of burned out home on Miner Farm Road. Supervisor – Code officer in communication with owner and awaiting asbestos abatement report and then building will be raised.

á      Report of stones on the Miner Farm Road and Ridge road intersection. Hwy. Supt. – Has been swept up twice so far.

á      Status on T/Hall renovations, within or over budget. Supervisor – slightly over, but have funds to cover it.

á      Would like to see an announcement sign in front of the Town Hall.

 

HIGHWAY SUPERINTENDENT REPORT

 

            Highway Supt. Richard Lewis reports:

 

á      That Hwy. Dept. is ditching and cutting brush.

á      North end of Ridge road to be grinded and paved along with Ratta Road at Baker road intersection.

á      The Chips has been reinstated.

 

ATTORNEY FOR THE TOWN REPORT

 

            Attorney Heidi Dennis reports:

 

á      On the status of the Chazy Orchards situation. Still waiting on return communication.

 

SUPERVISOR ITEMS

 

            Supervisor Staub Spiegel reports:

 

á      On the need to hire someone to survey the Town Hall property as Neil Carey is deceased. Councilor Latremore suggested Dean Lashway.

á      Receiving a request from T/J Dunlop to be allowed to apply for a grant to block windows in the Court room and build a jury box.

á      The Chazy Brownie Troop 4165 would like to donate and plant flowers in front of the Town Hall.

á      Plans are being drawn up for a Sewage Building so as to be ready should stimulus money become available.

á      The need to put out the Garland stove that was in the kitchen, out for bid as surplus equipment.

á      Received a quote from Vermont Tennis Court Surfacing to resurface the tennis courts at the West Chazy Rec. Park of $16,060.00. Will contact Beekmantown Central School to see if they might be willing to put some funds toward it, as their pupils use it for practice. Maybe next yearÕs budget.

 

ADVERTISE FOR BIDS ON TOWN SURPLUS EQUIPMENT/GARLAND STOVE

WHEREAS, the Town of Chazy has a surplus Garland electric, ten burners, double oven, stove/range;

 

            NOW, THEREFORE, BE IT RESOLVED, that the Chazy Town Board does hereby authorize the Town Clerk to advertise, in Press-Republican, the official newspaper, a request for sealed bids on a surplus Garland electric, ten burners, double oven, stove/range. The stove/range may be seen at the Town Hall, Town of Chazy, 9631 State Route 9 Chazy, NY.  Bids will be opened at the Town Board Meeting, Monday June 8, 2009 at 7:00 pm at the Chazy Town Hall.
