TAKE NOTICE that the Town Board of the Town of Chazy
will hold and conduct a Public Hearing at the Town Hall of the Town of
Chazy located on 9631 Route 9 in the Town of Chazy, Clinton County, New York,
on the 13th day of June in the year 2011 at 7:00
oÕclock p.m. in the evening of that day on proposed Local Law entitled: A Local Law Amending Local
Law No. 3 of the Year 2001.
PLEASE TAKE FURTHER NOTICE that at said
Public Hearing, to be held at a time and place set forth above, the Town Board
shall consider the proposed Local Law and hear all persons interested thereon
concerning same.

Spiegel called the public hearing on a Local Law No. 1 of the year 2011 amending
Local Law No. 3 of the Year 2001 to order, at 7:00 PM.
Supervisor Staub Spiegel presented the proposed Local Law
amending the Town of Chazy Sewer Code. He requested any questions or comments.
No questions asked.
All persons desiring to be heard were heard.
Supervisor Staub Spiegel closed the public hearing at 7:02
PM.

Supervisor Staub Spiegel called the 06/13/2011 Regular Town
Board meeting to order at 7:02 PM.
MINUTES
Councilor Donald Trombly made a motion that the minutes of the 05/09/2011 regular Town Board meeting be approved as submitted by the Town Clerk, seconded by Councilor Jerry Deno.

PUBLIC COMMENT
REQUEST FOR UPDATING CHAZY REC. PARK
EQUIPMENT
Chelynne Vesneske, 455 Trombly
Lane, advised that a Chazy Recreational Park Playground Committee has been
formed to pursue updating the playground equipment for the Chazy Rec. Park and
requested the approval of the Board to do so and accept authorized equipment
that the committee would obtain for the Chazy Rec. Park at no cost to the Town.
Also, at her request for a Councilor to be on the Committee, Christopher
Latremore stated that he would attend as many of the Committee meetings as
possible.

That he had received three estimates for the Town
Hall heating contract.

That Richard Comi advised that he had not received
any response from AT&T about cell tower installation.

Time Warner will hook up the Chazy T/Hall on Friday.
Not doing the school at this time, or, the OÕNeil Road as it has a line by
Charter.
á
Question for Attorney for the Town to check on. Can a
Landlord have a tenantÕs water shut off or does the request have to come from
the tenant.

On an update of the Ingraham Road issue.

Local Law No. 1
of the Year 2011
A Local Law amending
Local Law No. 3 of the Year 2001
BE IT ENACTED by the Town Board of
the Town of Chazy, as follows:
WHEREAS, the Town of Chazy Sewer Code
was last adopted May 24, 2001; and
WHEREAS,
the Town Board acting on behalf of the Town of Chazy Waste Sewer District has
determined that it is in the best interest of the Town to clarify a portion of
the Town of Chazy Sewer Code to provide for the dedication of completed
facilities for sewer system extensions once privately constructed within the
Town.
NOW,
THEREFORE, the Town of Chazy Sewer Code last adopted May 24, 2001 is hereby
amended by adding language to Article IV Paragraph Ò24Ó which paragraph shall
be as follows:
ÒArticle
IV, Paragraph Ò24Ó. Inspection; Correction; Dedication of Facilities. The
applicant for the building sewer permit shall notify the Superintendent when
the building sewer is ready for inspection and connection to the public sewer.
The connection shall be made under the supervision of the Superintendent or his
representative. Once connected upon written application of the Owner and
written acceptance by the Town Board, the completed facilities for sewer system
extension which have been privately constructed May be dedicated to the
District, at which time they will become the property of the District. At the
time of the dedication, the person dedicating the facilities to the Town shall
provide a written guarantee against defects in the materials and workmanship
for a period of one (1) year from the date of acceptance of the facilities by
the Town. The guarantee shall be in such form and contain such provisions as
deemed necessary by the Town Board and shall be secured by a surety bond or
such other security as the Town Board may approve.Ó
All
other terms and provisions of the Town of Chazy Sewer Code not hereinabove
amended are hereby reaffirmed, restated and shall be continued in full force
and effect.

Loope to attend the Grade C water operator course to be held Wednesday July 20
through July 22, 2011, at Clinton Community College at a cost of $450.00.

Supervisor to enter into and sign a service agreement with Home Heating and Air
Conditioning, 1078 Fiske Road, Chazy, NY 12921, phone number (518) 561-3035,
