MEETING TO ORDER
Supervisor Staub Spiegel called the 06/14/2010 Regular Town
Board meeting to order at 7:00 PM.
MINUTES
Councilor Donald Trombly made a motion that the minutes of the 05/10/2010 regular Town Board meeting be approved as submitted by the Town Clerk, seconded by Councilor Cathy Devins.

PUBLIC COMMENT
CRAIG RUSSELL
Craig Russell, Morrisonville NY, a
battle of Plattsburgh re-enactor, appeared before the Board requesting
permission for a group of them to camp out in the Town while walking from
Champlain through Chazy, in reenacting the soldiers march through the Towns
during the war of 1812, Saturday September 4, 2010 to coincide with Labor Day
weekend. The Town Board approved.
ATTORNEY

Attorney
Heidi Dennis reports:
á
On memo of understanding from William Favreau on
emergency preparedness.
á
Clark House would need state legislation to be able
to tax it. Will check if a vote can be held to see if the Town people would
like to go further with possible state legislation.
á
That she will advise William Favreau of the TownÕs
desire to update the Cell Tower law to incorporate language that will require
applications for cell towers to consider the use of Town property first.
HIGHWAY SUPERINTENDENT REPORT
Highway
Supt. Richard Lewis reports:
á
That the seal used for roads would not be acceptable
to use on the West Chazy Rec. Park tennis courts. Tom Sears is looking into an
alternate solution.
á
Having finished an ISC course and is certified to be
able to get FEMA money. Deputy Hwy. Supt. is now taking the course.
á
Getting prepared for paving by ditching, cutting shoulders
and are now waiting on crack sealing.
á
60 loads of top soil have been brought to the sand
pit in Mooers Forks and approx. 60 loads of sand added to the TownÕs sand pile.
á
Town Hwy mechanic Steve Stokes suffered a heart
attack and has had 6 stints inserted. Hopes are for a complete recovery.
TOWN COUNCIL ITEMS
Councilor Christopher Latremore Discussed The Following With The Board:

Congratulations to the graduating class.
á
Happy FatherÕs day to all the fathers.
á
Dead tree on Miner Farm Road. Belongs to County.
á
Concerned with a double driveway on Fiske Road West
Chazy owned by NYSEG as having a deep ditch between them and the possible need
for marking. Private drive owned by NYSEG.
á
School water valve. Not going to be installed as
Maurice Coolidge checked with school and Fire Dept. officials and believes that
nether are the cause for discolored water. Attempting to locate other valves
that may have been covered up and are not open.
á
Chazy Rec. Park bathrooms need privacy screens.
Portables ones to be used.
á
Use of Clinton County inmates. To be used to put a
finish on the West Chazy T/hall floors and then to help with work at the
recreation parks.
á
Repair & paint the trim on Chazy Town Hall.
Sawyers have started work.
á
Off site back up of TownÕs computers. Westelcom has
quoted $15.00 for 10 GB and $25.00 for 25 GB of data storage. Will check with
David Dominy as to which amount of GB to go for.
á
Chazy Rec. Park band stand. Lions club laid a slab of
cement and will use a tent to put over it for use at Old Home Day.
Councilor Jerry Deno Discussed The Following With The Board:
á
Met with West Chazy Fire Commissioners at a meeting
and given approval to make a pavilion out of old storage building between the
ball fields and Fire Dept. to replace the back stop on the main field.
á
Station cafŽ bill. Nothing new. Would be relevyed
onto tax bill if not paid prior.
á
Court Clerk appointment. Lisa Pecor appointed after
approx. 15 interviews.
á
Student intern. Gregory Friedman, PSUC student intern
has started working on Comprehensive Plan.
á
Use of old Chazy Hardware building. A couple of small
businesses have applied for use of the building.

Pfizer update. Nothing new.
á

Staub Spiegel reports:

Thanks to Craig and Barbara Giroux for their work
with the soccer program. They are stepping down and will be replaced by Joe Morse
and Julie Pombrio.
á
That dental insurance will be cheaper using Guardian
instead of Met Life.
á
County will be sending data mailers out for use in
the 6 year re-assessment plan.

Local Retirement Systems requires that participants in the program report days
worked in order to earn service credit, and
WHEREAS, days worked is
calculated based on the number of hours set as a full standard work day, and
WHEREAS, the number of hours which constitutes a
standard working day is established by the employer and must be a minimum of
six hours,

acceptance of the lower bid from Preferred Tank & Tower Inc., 5444 E.
Indiana St., Evansville, Indiana 47715, for repair/repaint & wash water
tower in the amount of $32,500.00 of which would come from the Water District
Equip. Type Capital Reserve fund, subject to permissive referendum; and
FURTHER
RESOLVED, that the Town Clerk advertise, in the Press-Republican a notice of
adoption of resolution subject to permissive referendum, authorizing use of Water
District Equip. Type Capital Reserve funds to make such improvements, not
exceeding $32,500.00.

DENTAL
INSURANCE CHANGE

WHEREAS, the The Town of
Chazy employees currently have their dental insurance through Met Life; and
WHEREAS, the Town Supervisor has
determined that a change in carriers will keep premiums close to the present
rates;
NOW, THEREFORE, BE IT RESOLVED that
Chazy Town Board does hereby authorize the Supervisor to switch its dental
carrier to the Guardian maximum Rollover Plan effective August 1st, 2010. This
resolution authorizes the Town Supervisor to sign contract with Guardian for
this change.
