PLEASE
TAKE NOTICE that the Town Board of the Town of Chazy will hold and conduct a Public
Hearing at the Town Hall of the Town of Chazy located on 9631 Route 9 in the
Town of Chazy, Clinton County, New York, on the 9th day of June
in the year 2008 at 7:00 oÕclock p.m. in the evening of that day on
proposed Local Law establishing a No Parking zone on the Gonyea Rd in Sciota.
PLEASE TAKE FURTHER NOTICE that at said
Public Hearing, to be held at a time and place set forth above, the Town Board
shall consider the proposed Local Law and hear all persons interested thereon
concerning same.

Proof of notice
having been furnished, the public hearing to consider a new proposed local law establishing
a No Parking regulation along the bounds of the Gonyea Road, was called
to order at 7:00 pm by Supervisor Staub Spiegel.
Supervisor S. Spiegel asked for any questions or comments on
the proposed new Local Law.
The following people spoke out
against the proposed No Parking Law:

Recreation Park.
All persons desiring to be heard were heard.

Supervisor Staub Spiegel called the 06/09/08 Regular Town
Board meeting to order at 7:10 PM.
MINUTES
Councilor Cathy Devins made a motion that the minutes of the 05/12/08 regular Town Board meeting and the special Board meetings of 04/21/08 and 06/02/08 be approved as submitted by the Town Clerk, seconded by Councilor Jerry Deno.

PUBLIC COMMENT
WOODMEN OF THE WORLD/FLAG PRESENTATION
Wayne Bushey of Woodmen of the
World, lodge 462, presented the Town Board with three (3) new US flags. He
further advised that on Sunday Aug. 5, 2008, there would be a family picnic
held at the Chazy Rec. Park along with a flag ceremony at noon.
REQUEST FOR PORTABLE TOILET
Larry Vassar of Gonyea Rd. next to
the Sciota Rec. Park, requests that a portable toilet be put at the Rec. Park
next to his line for use by ball players.
Barbara Laforest thought that the
ball players should be able to use the bath rooms that are provided even though
they are some distance away.

William Favreau reports:
That he has prepared a proposed
Local Law for No Parking along the Gonyea Road in Sciota. He explained the area
of the No Parking.
A discussion ensued on the merits
of having or not having a No Parking area along the Gonyea Road and was decided
not to pass the law at this time.

proposed Local Law on No Parking on the Gonyea Road until the next regular Town
Board meeting.

It was decided that a resolution,
authorizing acceptance of Mark PeryeaÕs bid of $175.65 for the wood splitter would
be passed as it was the high bid. The only other bids for other items by John
Auto Crushing would be reviewed by the Hwy. Supt., Richard Lewis to determine
if they would be accepted or rejected.

Reports that roadside mowing is taking place.

Reports culvert work prior to paving on Parker Road
and limited work on the Ratta Road.

Reports that the Hwy. men cut trees and brush and did
some prep work for a new bath room at the Chazy Rec. Park.

Reports that trees and brush also cut at the George
Deno Memorial Park in West Chazy.

Water quality at Leo CotŽ residence. Checking of
filter, etc.

The removal of weeds along sidewalks in Sciota.

The possibility of acquiring the elementary school in
West Chazy from Beekmantown Central, for possible use as a Town Hall.

Thanking Joyce Samonek for her work as editor of Town
Talk. A plaque should be given.

A hole behind the bathrooms at the George Deno
Memorial Park. The septic tank needs to be replaced.

The policy of letting tables and chairs out on loan.

A letter from Richard Carpentier on the condition of
the dam in the Hamlet of Chazy and possible future use for electricity. An
earlier inspection was made and found not conducive for electricity.

The status of the use of outside wood stoves. Still
being discussed by Planning Board.

Having been advised by Clinton County Board of
Elections that the people of district 3 in Sciota would now vote with district
2 in West Chazy. The old voting machines would be used for this yearÕs election
with a new machine for testing only.

The need for a resolution for the Quadricentennial
celebration.
á
Having received quotes on both oil and propane
furnaces from both Home Heating and Air Conditioning and Church Oil. After some
discussion it was decided that Sup. Spiegel will get more info so as to help
determine which way to go. Either an oil or propane furnace.
á
That JCEO needs to be asked for possible help with
heating costs at the West Chazy Town Hall.
á
The need for discussion on asking the Planning Board
to help determine if a demolition permit is needed whether for a fee or free.
Councilor Latremore advised being against the need of a demolition permit.

secretary, Susan Patnode, to attend a Civil Service session on Monday, June 16,
2008 from 9:00 am to 12:00 pm at the Clinton County Government Center, 137

RESOLVED, that Susan Patnode to be authorized to attend a meeting put on by
Office of the NY State Comptroller at Clinton Community College, 136 Clinton
Point Dr., Plattsburgh, NY on Thursday, June 19, 2008 from 9:30 am until noon.

WHEREAS, the New York State
Hudson-Fulton-Champlain Quadricentennial Commission was established under
Chapter 590 of the Laws of 2002, to plan, develop, and coordinate the 400th
anniversary, in 2009, of the voyages of exploration made by Henry Hudson and
Samuel de Champlain as well as the 200th anniversary of Robert
FultonÕs steamship voyage up the Hudson River; and
WHEREAS, these historic voyages of
exploration in 1609 would change the world forever and lead to the European
settlement of the New World and the innovation of steam travel and commerce in
1807, establishing the Hudson River and Lake Champlain as a corridor of trade,
communication, politics and ideas, and that further, this vital north-south
corridor of water created other water links such as the Champlain and Erie
Canals, which provided opportunities inland and encouraged the westward
movement through these water routes; and
WHEREAS, the State and the Federal
governments recognize the voyages of exploration and invention to be of
historical importance and significance to New York State and the nation and
recognize the tradition to observe these contributions made by Hudson, Fulton,
and Champlain, by commemorating these events in 2009; and
WHEREAS, as an Explore NY 400
Community, the community may use the Explore NY 400 logo, link to the Explore
NY 400 website, and may be eligible for either state or federal grant money to
assist in Quadrecentennial planning, events, and legacy projects; and
NOW, THEREFORE, BE IT RESOLVED, that
the Town Board of the Town of Chazy, New York, County of Clinton, does hereby
support the mission of the Hudson-Fulton-Champlain Quadricentennial Commission,
and requests designation as and Explore NY 400 Community, and will be an active
partner by establishing an Explore NY 400 Committee, and will cooperate to its
fullest with the Commission in making the 400th anniversary a
successful historic New York State event.

FURTHER RESOLVED, that the Town Clerk advertise the work
shop meeting in the official Town newspaper, the Press-Republican, to be held
on Monday June 23, 2008 at 5:30 p.m. at the Chazy Town Hall. The public is
welcome to observe.
