Supervisor Staub Spiegel called the 07/13/09 Regular Town
Board meeting to order at 7:00 PM.
MINUTES
Councilor Donald Trombly made a motion that the minutes of the 06/08/09 regular Town Board meeting be approved as submitted by the Town Clerk, seconded by Councilor Christopher Latremore.

PUBLIC COMMENT
DOG COMPLAINT/GIRARD
Kevin and Tracey Girard of 828
Slosson Rd., West Chazy, NY appeared before the Town Board with a complaint of
being harassed in the road by dogs, owned by Duane Turner at 881 Slosson Rd.,
when walking by the Turner residence. An attempt was made to get help with the
matter from Dog Control Officer, David Underwood, with negative results. Supervisor
Spiegel advised the he would check into it.

William Favreau reports:
Having
drafted a local law, Òproviding for the use of alternate members to the
Planning Board and Zoning Board of Appeals in the Town of ChazyÓ, of which a
copy was given to the Board. He also
noted that a Public Hearing needs to be scheduled for the next Board meeting.

Supt. Richard Lewis reports:
That
brush in being cut on Macadam Rd, Ridge Rd. and Sanger Lane.

Update on Conrad BechardÕs employment. WorkmanÕs
Comp. advises only light duty work.

Questioned Hwy. Supt. Lewis about how he determined
what road was next to be paved. Advised by Lewis that the condition of the road
is the determining factor.
á
Questioned the results of test holes at the Highway
Garage. Lewis advised that the compaction test results have not been received
as yet.
á
Could the cracks in the blacktop on the Ashley Road
and Slosson Road be sealed? Lewis advised that if he had the money he would as
it is very expensive.
á
Sidewalks need to be trimmed. Sup. Spiegel advised
that the Maint. Man is busy at this time but that he would try to get him to
spend a couple of hours on the sidewalks.
á
Update on removal of burnt house on Miner Farm Rd.
Feels that it is time for Code Officer to take action.
á
The water tank in need of painting. Sup. Spiegel
advised that by next year the district will have enough money to have it done.
á
Swim program update. Sup. Spiegel advised that about
75 children are taking advantage of it. The buses were not used as very few
from West Chazy and Sciota took part.

Update on pedestrian signs. Still waiting for
response from County and State.
á
Thanks to Town Historian, Robert Cheeseman, for his
work on promoting the Quadri-centenial and Chazy Landing Ferry Historical
Marker dedication to take place on July 18, 2009 at 1:00 PM.

Update on the two Atwood Roads in the West Chazy Fire
District. Sup. will check with Altona about possible name change as suggested
by Kelly Donoghue.

Having received notification that the Towns of Mooers
and Champlain have passed a resolution endorsing the construction of a rooftop
highway.
á
Having received an E-mail from Dave Leidy of NYSEG
concerning Natural gas. They havenÕt forgotten us.
á
Having received a reply from Beekmantown Central
School about helping out financially with repairing the tennis courts at the
George E. Deno Memorial Park in West Chazy. They are going to look into it to
see if they can legally add it to their 2010/2011 budget.
á
Having received a request from AT&T to put a cell
tower on the Water Tank. The copy of a proposed agreement was turned over to
William Favreau, Attorney for the Town, for review.
á
The need for abstract research of the Ingraham Road
to provide information as to how it came about. Suggested that Centennial
Abstract be authorized to do a preliminary research for $200.00.

boundaries are;

Supervisor to enter into agreement with Centennial Abstract to research the
Ingraham Road.

$25.00 deposit, beginning August 1, 2009, be put down for the use of Town of
Chazy tables and chairs, by residents, to ensure they come back clean and in
same condition as when they left.

TO SUPPORT THE CONSTRUCTION OF A FOUR LANE HIGHWAY IN LEWIS, JEFFERSON, ST.
LAWRENCE, FRANKLIN AND CLINTON COUNTIES AND URGE THE ASSISTANCE OF ELECTED
STATE AND FEDERAL OFFICIALS TO MAKE IT A REALITY

WHEREAS, the economic impact of
North Country Transportation improvements is a key component of the North
Country Transportation Study, and
WHEREAS, the economic development
impact analysis has measured the value to the regional economy of efficiency
gains through user benefits such as reductions in travel time, reductions in
operating costs, and reductions in accidents due to improved safety, and
WHEREAS, the gains through
increased social and economic development opportunities due to improved
transportation access will reduce unemployment rates, reduce government
transfer payments such as social welfare and unemployment insurance, and
increase employment in the region, and
WHEREAS, the transportation
improvements can enhance access to labor, customer, tourism and supplier
markets, as well as to intermodal transportation facilities, making the overall
region more attractive to transportation-dependent industries, and
WHEREAS, the construction of a
four-lane highway within the boundaries of Lewis, Jefferson, St. Lawrence,
Franklin and Clinton Counties will begin to address the transportation
improvements necessary to foster such economic growth, and
WHEREAS, our elected New York and
Congressional representatives can be assured that the Chazy Town Board
adamantly supports such four lane highway construction,
NOW,
THEREFORE, BE IT RESOLVED that the Chazy Town Board urges New York State
Commissioner of Transportation, Ms. Astrid C. Glynn, to cooperate with local
transportation taskforce groups to push the construction of four lane highway
within Lewis, Jefferson, St. Lawrence, Franklin and Clinton Counties, and
BE
IT FURTHER RESOLVED, that a copy of this resolution be forwarded to
Commissioner Glynn, New York State Department of Transportation; Governor
Paterson; New York State Senator Little; New York State Assembly Member Duprey;
United States Senators Schumer and Gillibrand; Congressman McHugh; Lewis,
Jefferson, St. Lawrence, Franklin and Clinton Counties; the Development
Authority of the North Country; and the Northern Corridor Transportation Group.

Local Law No. 1 of the year 2009 entitled A Local Law Providing for the use of

NOW THEREFORE BE IT RESOLVED, that a
public hearing will be held on said proposed Town of Chazy Local Law No. 1 of
the Year 2009 on the 10th day of August, 2009 at 7:00 oÕclock PM at
the Town Hall, 9631 Route 9, Town of Chazy, Clinton County, New York; and it is
hereby further
RESOLVED, that the Town Clerk is hereby
authorized, and directed to publish and post a Public Hearing Notice to be
