Supervisor Staub Spiegel called the 01/12/09 Organizational Town Board meeting to order at 7:00 PM.

 

MINUTES

 

Councilor Donald Trombly made a motion that the minutes of the 12/08/08 regular Town Board meeting, the 12/18/08 Special Town Board meeting and the 12/29/08 year end meeting be approved as submitted by the Town Clerk, seconded by Councilor Cathy Devins.

TOWN COUNCIL ITEMS

 

            Councilor Donald Trombly:

 

á      Asked if the wood stove complaint by Steve Rasco had been resolved. The owner added an extension pipe and the problem appears to be resolved.

á      Discussed the wood stove complaint of Ronald Baker in Sciota.

á      Discussed the lack of no parking signs around the four corners in West Chazy.

á      Discussed the Water and Sewer inventory.

á      Discussed the condition of the three rec. parks.

 

            Councilor Cathy Devins:

 

á      Discussed the snow removal at the Chazy Town Hall.

á      Discussed the CotŽ water complaint. Filter installation appears to have satisfied the complaint.

 

Councilor Jerry Deno:

 

á      Discussed the Chazy Orchard situation and if David Siskavich was going to monitor it.

á      Discussed needed rec. park repairs.

á      Discussed Town assessments.

 

Councilor Christopher Latremore:

 

á      Thanked the home owners that were keeping their sidewalks clean.

á      Discussed the possible NYSEG natural gas installation.

á      Asked if a comparison of this year and last yearÕs electric and fuel oil costs had been made. Not as of yet.

á      Discussed updating the Town of Chazy rec. parks.

á      Discussed the status of Maint. Man, Conrad Bechard, being out on disability.

á      Discussed snow removal at the Chazy Town Hall.

á      Discussed snow removal at various intersections within the Town.

á      Discussed of drafting a resolution dealing with the replacement of water filters at Leo CotŽÕs residence. Town attorney to look into either drafting a resolution or changing the Town water district law.

 

HIGHWAY SUPERINTENDENT REPORT

 

            Highway Supt. Richard Lewis reports:

 

The old generator at the Town Garage is being removed to make room for the new one that is due to be delivered in February.

 

ATTORNEY FOR THE TOWN REPORT

 

            Attorney for the Town, William Favreau:

 

á      Advises that he and Attorney Joseph Lavorando have yet to get together on the Chazy Orchard matter.

á      Has notified the NYS DEC that the new building at the sewer plant was finished and ready for inspection.

 

SUPERVISOR ITEMS

 

            Supervisor Staub Spiegel:

 

á      Advises that Bernier and Carr engineers plan to be at the next Town Board meeting to discuss the possibility of water extension.

á      Advised that Susan Patnode is requesting the purchase of a hand held meter tap XP30 at a cost of $1,695.00 and $350.00 warranty to aid in water meter readings.

FURTHER RESOLVED, that William Favreau to be retained as the attorney for the Planning Board and the Zoning Board of Appeals for 2009; and

 

FURTHER RESOLVED, that William Favreau to be retained as the attorney for the Hamlet of Chazy Water District and the Hamlet of Chazy Sewer District for 2009; and

 

FURTHER RESOLVED, that the Supervisor be authorized to sign the retainer agreement with William Favreau as the Attorney for the Town, the Planning Board, the Zoning Board of Appeals, the Hamlet of Chazy Water District and the Hamlet of Chazy Sewer District for 2009.

            FURTHER RESOLVED, that the highway Superintendent may purchase equipment such as tools and implements without prior approval of the Town Board in the amount fixed by this board not to exceed $1,500 at any one time.

            FURTHER RESOLVED, that Town Officials be authorized a mileage rate of 55 cents per mile, paid after a voucher is submitted stating specific mileage reading, destination to and from, date and number of miles traveled.

            NOW, THEREFORE, BE IT RESOLVED that the Chazy Town Board does hereby authorize Supervisor Staub Spiegel to sign an agreement with Carey Surveying Co. to conduct Boundary Survey of the Town Hall Property, Town of Chazy, N.Y. Tax Id 93.2-1-34, recover and/or replace property corners and prepare map of survey of same suitable for filing at the County Clerk Office, at the hourly rates:

Land Surveyor          $82.00           Draftsman (C.A.D.)              $68.00

Survey Technician   $72.00           Field crew                             $85.00

Miscellaneous Out-of-Pocket expenses will be charged at cost plus 10%.

The Total cost not to exceed $3,000.00.

Councilor Christopher Latremore advised the Board that fuel dealer Carl Smith had advised that he would adhere to State Contract pricing for fuel if the Town desired to purchase from him.
