Supervisor Staub Spiegel called the 02/09/09 Regular Town Board meeting to order at 7:00 PM.

 

MINUTES

 

Councilor Donald Trombly made a motion that the minutes of the 01/12/09 regular Town Board meeting be approved as submitted by the Town Clerk, seconded by Councilor Cathy Devins.

BERNIER CARR/MICKEY LEHMAN PRESENTATION

 

Mickey Lehman from Bernier Carr gave a presentation as to the possibility of filing for a Water District extension East on Miner Farm Road (old Rt. 191). It would cost approx. $2,000.00 to due a study if the Town desired to pursue it. The Town awaiting responses to a survey sent out to the people who would be affected to determine if it should be pursued.

 

ASSESSMENTS

 

Town of Chazy Assessor, Patricia Ayer and Todd Anthony from the State Real Property Office explained the process of assessing property. Converse to Plattsburgh, Chazy has experienced 5% growth.

 

ATTORNEY FOR THE TOWN REPORT

 

            Attorney William Favreau reports:

 

á      Having prepared a draft resolution pertaining to some Water District expenses for the Board to review and possibly act on.

 

HIGHWAY SUPERINTENDENT REPORT

 

            Highway Supt. Richard Lewis reports:

 

á      That the County Highway Dept. wishes to turn over the Ingraham Rd. (old Rt. 9) to the Town by resolution. Lewis does not want the Town to accept it as it would cause some hardships.

á      That the State wants to reduce the TownÕs CHIP money from $99,502.00 to $57,390 a decrease of 42.32 percent. Lewis and Town Supervisor Spiegel to attend Lobbing session in Albany on March 11, 2009.

á      That Mahoney Notify-plus, Inc. has sent a four year contract for the Town to sign for continued service of the emergency notification system at the Town Garage. Given to the Attorney for the Town to review.

á      That the generator switch is installed and awaiting the delivery of the new generator.

 

TOWN COUNCIL ITEMS

 

Councilor Christopher Latremore Discussed The Following With The Board:

 

á      No Parking signs in West Chazy. Installed

á      Burned out House at 784 Miner Farm Rd. Time for it to go.

á      Windmill laws. Advised the Town has laws in the Zoning pertaining to Windmills.

á      Having received a request for deer crossing signs and children at play signs to be placed on Rt. 22 near intersection of Olena Road. Advised to get the request in a form of a letter that can be forwarded to NYS DOT.

á      The Town needing to make contact with Pfizer now that it has acquired Wyeth to see what they are planning to do with property in Chazy.

 

Councilor Jerry Deno Discussed The Following With The Board:

 

á      Update on Survey being conducted on the Town Hall Property by Neil Carey.

á      Is Veronica Brasdat still working for Robert West now that she is Court Clerk? Supervisor Spiegel advised that she is when needed.

 

Councilor Cathy Devins Discussed The Following With The Board:

 

á      Update on the status of Maint. Man Conrad Bechard. Awaiting an appointment with a specialist on March 23, 2009. Supervisor Spiegel wants a doctor to sign him off as being at 100 % before he comes back to work. Tom Roberts is filling in as needed.

á      Filter needed to be changed at Leo CotŽÕs residence. Advised it was changed on Monday.

 

Councilor Donald Trombly Discussed The Following With The Board:

 

á      Logging being done near the Water Tanks by someone hired by the Miner Farm.

 

SUPERVISOR ITEMS

 

            Supervisor Staub Spiegel reports:

 

á      Thanks Patricia Ayer and Veronica Brasdat for the hard work in putting out the latest edition of Town Talk.

á      A freeze up of the Town water line at GooleyÕs property next to the Post Office. Had Ed Garrow to thaw it out with a welder.

 

CHAZY TOWN JUSTICES ANNUAL 2008 REPORTS REVIEWED

WHEREAS, the State of New York Unified Court System requires a resolution acknowledging that the 2008 annual reports from the Chazy Town Justices were reviewed by the Chazy Town Board; and

 

WHEREAS, the minutes of January 12, 2009 shows that the Chazy Town Justices 2008 annual reports were reviewed by the board;

 

            NOW, THEREFORE, BE IT RESOLVED, that the Chazy Town Board does hereby verify that the 2008 annual reports of the Chazy Town Justices were reviewed by the Chazy Town Board at the regular Town Board meeting held on January 12, 2009 as noted in the minutes of that date.

 

TOWN OFFICIALS ADVANCE FOR ANNUAL ASSOCIATION OF TOWNS MEETING

WHEREAS, Town Code Officer, Robert West and Town Clerk/Tax Collector, Leo Oliver have been authorized to attend the annual Association of Towns meeting in NY City on Feb 15-18, 2009; and

 

WHEREAS, an advance of $300.00 each is requested to cover meals and other needed expenses;

 

            NOW, THEREFORE, BE IT RESOLVED that the Chazy Town Board does hereby authorize that Robert West and Leo Oliver will be advanced $300.00 each for the Association of Towns meeting in NY City on February 15-18, 2009.

 

RESOLUTION TO ALLOW TOWN OFFICIALS TO ATTEND LOBBYING SESSION IN ALBANY NY

WHEREAS, the GovernorÕs Budget is calling for a decrease of 42.32 percent in chips money allotted to The Town of Chazy, thus going from the current amount of $99,502.00 to $57,390.00.

 

            NOW, THEREFORE, BE IT RESOLVED that the Chazy Town Board does hereby authorize Hwy. Supt., Richard Lewis and Supervisor Staub Spiegel to attend lobbing session in Albany, NY on March 11, 2009 to reiterate the need for more Chips money, also, the bus fair for both at a cost not to exceed $75.00 each.

 

PURCHASE OF METER TAP/WARRANTY AND SOFTWARE

WHEREAS, the purchase of the meter tap, software and warranty will save the Town two thousand dollars over the next three years;

 

            NOW, THEREFORE, BE IT RESOLVED that the Chazy Town Board does hereby authorize the purchase of Meter Tap, Software and warranty from Network Oriented Solutions, Inc. which includes installation and training on site at a cost of $2,045.00.

 

WATER DISTRICT EXPENSES

WHEREAS, it has been determined that certain water lines located within the District require the installation of water filters for purposes of providing potable water to certain users within the District; and

 

WHEREAS, the Town Board acting for and on behalf of the Water District has determined that the costs associated with maintaining said water filters should be the responsibility of the District;

 

            NOW, THEREFORE, BE IT RESOLVED that the Town of Chazy Water District shall be responsible for all costs associated with the installation of any water filters deemed necessary by the Superintendent of the Water District and following the installation of same, the District shall be responsible for the cost of repairing and maintaining same including the cost of replacement filters as deemed necessary by the Superintendent.
