Councilor Donald Trombly made a motion that the minutes of the 01/10/2011 organizational Town Board meeting and the 01/31/2011 Special Town Board meeting be approved as submitted by the Town Clerk, seconded by Councilor Cathy Devins.

AT&T PROPOSAL TO INSTALL/COLLOCATE A WIRELESS
COMMUNICATIONS FACILITY
Stephen Woodward,
site acquisition Specialist, gave a presentation of what AT&T proposes to
install/collocate a wireless communications facility (Òcell siteÓ) on the
existing Verizon tower located off Route 9, in the town of Chazy. He gave
AT&TÕs reasons for wanting to use the Verizon Tower opposed to the Town of
ChazyÕs Water tower.

Association of Towns meeting in NY City on Feb 20-23, 2011; and
WHEREAS,
an advance of $300.00 is requested to cover meals and other needed expenses;

Leo Oliver will be advanced $300.00 for the Association of Towns meeting in NY

RESOLUTION AUTHORIZING THE CODES ENFORCEMENT OFFICER TO USE
GENERAL EQUIPMENT TYPE CAPITAL RESERVE FUNDS SUBJECT TO PERMISSIVE REFERENDUM
TO PURCHASE SOFTWARE PROGRAM

WHEREAS, Code Enforcement Officer, Frank Slycord, requests that he
be allowed to purchase a software program with funds to come out of General Equipment
Type Capital Reserve Funds;
NOW,
THEREFORE, BE IT RESOLVED, that the
Chazy Town Board does hereby authorize the Code Enforcement Officer to purchase
a Business Automation Services, Inc. software program for the Codes Enforcement
Office to create and track building permits, variances, violation notices,
appearance tickets, certificate of compliance, certificate of occupancy, stop
work orders and will integrate with the Tax AssessorÕs Tax Map information via
network, at a cost of not more than $5,995.00, of which would come from the
General Equipment Type Capital reserve fund, subject to permissive referendum;
and
FURTHER RESOLVED, that the Town Clerk
advertise, in the Press-Republican a notice of adoption of resolution subject
to permissive referendum, authorizing use of General Equipment Type Capital
reserve funds to make such improvements, not exceeding $5,995.00.

WATER RATES-EXTENDED TIME AWAY/VACANT

WHEREAS,
people in the water district may call to have water turned off at curb stop due
to extended time away, and businesses who are no
longer in business who ask that their meters be removed;
NOW,
THEREFORE BE IT RESOLVED, that the Chazy Town Board does hereby authorize that
normal water rates, will apply to residences in water district for their
extended time away which will include water usage, debt service, and O & M
charges. Debt service charges only, will apply on all parcels that are vacant. Vacant
means the building is empty and not in use.

AGREEMENT FOR CENTRAL STATION MONITORING OF FIRE ALARM SYSTEM

for a four year agreement has been requested between the Mahoney Notify-Plus
Inc. and Town of Chazy for Central Station monitoring of fire alarm system at
the Highway garage;
NOW,
THEREFORE BE IT RESOLVED that the Chazy Town Board does hereby authorize the
Supervisor to sign an agreement between the Mahoney Notify-Plus Inc. and Town
of Chazy for Central Station monitoring of fire alarm system at the Highway
garage to begin March 1, 2011 and shall run for a period of four (4) years at a
cost of $27.00 per month, billed semi-annually.
