CCRS BOYS AND GIRLS SOCCER TEAMS ACKNOWLEDGED

 

Supervisor Staub Spiegel presented a plaque to a representative of the CCRS Boys soccer team and one to the CCRS Girls soccer team for acknowledging each having won the Class D State Championship.

Councilor Donald Trombly made a motion that the minutes of the 11/08/07 regular Town Board meeting be approved as submitted by the Town Clerk, seconded by Councilor Cathy Devins.

PUBLIC COMMENT

 

PETITION URGING THE TOWN BOARD TO SEEK NEW INDIVIDUAL TO FILL UPCOMING PLANNING BOARD SEAT

 

·      Edward Dragoon, 526 Lake Shore Rd., advised that he helped circulate a petition and gave his views on the matter.

·      Willie Kalvaitis, 691 Fiske Rd., submitted a petition to the Town Board urging the Town Board to seek a new individual to fill the upcoming Planning Board seat now held by Thomas Dashnaw. He further gave his views on the matter and on assessments.

·      Douglas Pilon, 410 Ratta Rd., gave his views on the matter and also the Kalvaitis mining operation.

·      Donald "Tre" Green III, 113 Minkler Rd., advised that he was a member of the Planning Board and that he felt that Thomas Dashnaw always acted in a professional manner, was very knowledgeable and was always well prepared for the meetings. Also, that decisions were full board decisions and not of just one individual.

·      Patricia Ayer, Town Assessor, advised that she showed no preferences to friends or relatives in doing assessments.

·      Jeannine Labare, Chazy, NY, commented on the fact that she used to be the secretary for the Planning Board and that Thomas Dashnaw was professional and well prepared for the meetings.

·      Steven Bechard, B & R Dairy Inc, Chazy, NY, gave his views against the need for lights at the Kalvaitis mine entrance.

 

ATTORNEY FOR THE TOWN REPORT

 

            Attorney William Favreau had no report.

 

HIGHWAY SUPERINTENDENT REPORT

 

            Highway Supt. Richard Lewis reports:

 

·      That a check in the amount of $8,992.74 was received from the C/P Railroad for their payment of re-paving Cemetery St. The Town’s portion was only $621.71.

·      The new backhoe has been delivered.

·      That he requests that the old woodstove be advertized as surplus equipment as the new outside woodstove has been installed.

 

ADVERTISE FOR BIDS ON TOWN HIGHWAY SURPLUS EQUIPMENT/WOODSTOVE

            WHEREAS, the Town of Chazy Highway Department has a surplus wood stove;

 

            NOW, THEREFORE, BE IT RESOLVED, that the Chazy Town Board does hereby authorize the Town Clerk to advertise, in Press-Republican, the official newspaper, a request for sealed bids on a surplus wood stove. The wood stove may be seen at the Town Garage, Town of Chazy, 884 Miner Farm Rd., Chazy, NY. Bids will be opened at the next Town Board meeting, January 14, 2008 at 7:00 pm.

 

TOWN COUNCIL ITEMS

 

Councilor Marinus Rovers advised that he has received requests for the possibility of a yield sign to be installed at intersection of the sharp curve on Miner Farm Road and Duprey Road as visibility is poor when the adjacent field is planted with corn. Advised to ask the people that request the sign to send in a letter of request and then the Town Board can produce a resolution and forward it to the Clinton County Highway Dept.

 

Councilor Jerry Deno asked about the status of Dog Control Officer, Hall Street water problems, and the installation of new computers. Town of Mooers is appointing a new dog control officer and will contract out to Chazy as before. New hydrant installed. New computers are being installed.

 

Councilor Donald Trombly asked about the status of non working street lights. NYSEG has been sent a list of non working lights.

 

SUPERVISOR ITEMS

 

            Supervisor Staub Spiegel reports:

 

·      The need for scheduling a year end meeting to pay bills. It was decided that it will be held at 4:00 pm Thursday December 27, 2007.

·      Historian Mary Ellen Casselman has resigned and was given a plaque on her last day. Robert Cheeseman has decided to accept the appointment.

·      New banners are up and reported to look nice.

·      A list of non working street lights was faxed to NYSEG for repair.

·      Health insurance changes were receptive.

 

COLD WAR VETS LEGISLATION AT 15%/LOCAL LAW

WHEREAS, newly enacted NY State Legislation was recently passed to create a new Veteran’s Assessment Exemption, the Cold War Veterans Exemption (S458-b); and

 

WHEREAS, the Town has the option to adopt a local law to enact the Cold War Vets legislation at 15%;

 

            NOW, THEREFORE, BE IT RESOLVED that the Chazy Town Board does hereby authorize the Town Attorney to adopt a local law enacting the Cold War Vets legislation at 15%; and further

 

 

·      That Hwy. Supt. Richard Lewis requests that a survey be done on the Boas Sand pit in Mooers before renewing the mining permit.

BOUNDARY SURVEY, GRAVEL MINE PROPERTY, TOWN OF MOOERS, NY

WHEREAS, the gravel mines property in the Town of Mooers, NY needs to be surveyed;

 

            NOW, THEREFORE, BE IT RESOLVED that the Chazy Town Board does hereby authorize Carey Surveying Co. to conduct a Boundary Survey of the gravel mine property in Mooers, NY, which will include setting monuments at each of the property corners and the preparation of a Certified Map of Survey for filing at the Office of the Clinton County Clerk for between $4,900.00 to $6,400.00.

 

WATER AND SEWER DISTRICT LATE CHARGE OF 5%

NYSEG SOLUTIONS FIXED RATE

            WHEREAS, the current agreement with NYSEG Solutions is a fixed price;

 

            NOW, THEREFORE, BE IT RESOLVED that the Chazy Town Board does hereby authorize the continuation of the electric supply agreement at a fixed price of 0.07367 per kilowatt-hour (kWh) as of January 1, 2008 with NYSEG Solutions.

 

PLANNING BOARD APPOINTMENT/THOMAS DASHNAW

GORDON ROAD NOT TO BE RECOGNIZED AS A PUBLIC OR PRIVATE ROAD FOR 911 PURPOSES
