Supervisor Staub Spiegel called the 12/14/09 Regular Town Board meeting to order at 7:00 PM.

Councilor Donald Trombly made a motion that the minutes of the 11/05/09 regular Town Board meeting be approved as submitted by the Town Clerk, seconded by Councilor Cathy Devins.

1856 SURVEY MAP OF CLINTON COUNTY/ROBERT CHEESEMAN

 

Town Historian, Robert Cheeseman appeared before the Board with an 1856 Survey map of Clinton County reported to be one of four originals and requested it be preserved and framed. Town Secretary, Susan Patnode advised that she had received quotes from Tip Top with UV protection at $745.00 and from MichaelŐs at $802.20 without UV protection.

 

AUTHORIZATION FOR HISTORIAN TO HAVE 1856 SURVEY MAP OF CLINTON COUNTY PRESERVED AND FRAMED

WHEREAS, the Town Historian, Robert Cheeseman, was able to identify an 1856 survey map of Clinton County, the property of the Town of Chazy HistorianŐs office, as one of four originals; and

 

WHEREAS, the Town Historian would like to have it preserved and framed; and

 

WHEREAS, two quotes were received from Tip Top Frame at $745.00 with UV protection and MichaelŐs at $802.20 with no UV protection;

            Supervisor Staub Spiegel reports:

 

á      Having a plaque to be presented to Rob McAuliffe on behalf of the CCRS Boys soccer team in recognition of winning the 2009 Class D State Championship. Also issued congratulations to both the Chazy Boys and Girls soccer teams.

á      Wanting to have the yearend meeting to pay final bills on Monday December 28, 2009 at 3:00 pm.

á      Wanting permission to have Attorney for the Town, William Favreau, review the MOU for Emergency Management Plan.

á      Wanting permission to have the Town of Chazy join the North Country Chamber of Commerce.

á      Wanting the January 2010 organizational meeting to be on the 19th as he will be out of town until then.

á      Having received compliments on the sidewalk repairs in West Chazy.

á      Having received four RFQ quotes. One from AEDA at $18,000.00 and three others at hourly rates from each, Engineering Ventures, MRB Group and Northwood Engineering. Board would like Supervisor to check with different municipalities as to what it cost them to erect a sand/salt storage building.

á      The need to install another oil storage tank at the Chazy Town Hall.

á      That the burnt out house on the Miner Farm Road has been sold and that the new owner advises that he is attending and asbestos abatement class and that he will then be licensed to remove the asbestos and tear down the burnt out house by the middle of January.

á      Speed zone request has been sent to NYS DOT for Oliver Street.

á      New speed zone has been approved on the Stratton Hill Road and signs have been installed.

á      The Christmas decorations and the Tree in front of the Town Hall look nice.

á      Questioned Dep. Hwy. Supt. Tim Lamica about the sanding or lack of sanding of the roads. Noted that there was a big difference in the sanding of the Stetson Road. The Champlain end was well sanded and the Chazy end hardly any.

 

Councilor Jerry Deno Discussed The Following With The Board:

 

á      Gave his condolences to the Garrow family in the loss of their son.

á      Ownership of water lines going to The Station CafŽ & Gifts.

á      Having received compliments on Christmas decorations.

 

Councilor Christopher Latremore Discussed The Following With The Board:

 

á      Gave his condolences to the Garrow family in the loss of their son.

á      Gave his congratulations to the CCRS girls and boys soccer teams.

á      NYSEG natural gas survey update.

á      RR overpass repairs need to walls. Owned by RR.

á      Water tests on Church Street. No complaints in the last couple of months.

á      Still a dog issue on the Slosson Road. Has talked to Dog Control Officer.

á      Thought the Town should start discussion on what to do with the old library after they move to Dr. ClarkŐs office building, so as not to have another Town vacant building. Advised that the Town did not own the Building, the library does.

á      That the Fire Dept. should be advised of new reporting regulations on dams.

á      Questioned if Hwy. Dept. was going to accept Christmas trees again this year for destruction. Answer was yes.

á      The removal of some obstructions at various intersections. Advised that the Hwy. Supt. wants to hold off for now.

á      Wants Board to start preparing to offset Pfizer leaving Chazy.

á      Wishes everyone Happy Holidays and a New Year.

 

HIGHWAY SUPERINTENDENT REPORT

 

            Dep. Highway Supt. Timothy Lamica reports:

 

á      The completion of a small salt only storage building at the Highway Garage.

á      The completion of a new loading ramp.

á      Truck #3 has blown engine. Looking into cost of rebuilding or new replacement of engine.

 

Supervisor, Staub Spiegel, advised that Hwy. Supt. Richard Lewis had an operation on his leg to enhance his circulation.

ATTORNEY FOR THE TOWN REPORT

 

            Attorney William Favreau reports:

 

á      Having prepared Local Law for amending the Town of Chazy Zoning Laws.

á      The need of a public hearing on the local law at the January meeting.

á     That the County budget was passed.

WHEREAS, if an employee becomes deceased while employed, their spouse needs immediate lifetime health insurance available to them;

 

            NOW, THEREFORE, BE IT RESOLVED that the Chazy Town Board does here authorize the amendment of Resolution No. 65 of the year 1976 authorizing that if an employee becomes deceased while employed, their spouse shall have immediate lifetime health insurance available to them; and

 

            FURTHER RESOLVED, that this amendment applies to the following employees: Richard Lewis, Donald Trombly and Daniel Wells.

            NOW, THEREFORE, BE IT RESOLVED, that the Chazy Town Board does hereby authorize the Town Clerk/Tax Collector to update the Town Clerk/Tax CollectorŐs software with Business Automation Services IncŐs. (BAS), Tier III Internet payment system, to allow residents the ability to view and/or make payments via credit cards and/or eChecks (ACH) through reputable third party vendors, at a initial investment of $1,510.00 with annual hosting and support of $350.00. The site fees will be payable by the resident at the time of the transaction.

NOW THEREFORE, BE IT RESOLVED, that a public hearing will be held on said proposed said Town of Chazy Local Law No. 1 of the year 2010 on Tuesday, January 19, 2010 at 7:00 PM at the Town Hall, 9631 Route 9, Town of Chazy, Clinton County, New York; and it is hereby further
