MEETING TO ORDER
Supervisor Staub Spiegel called the 08/08/2011 Regular Town
Board meeting to order at 7:00 PM.
MINUTES
Councilor Donald Trombly made a motion that the minutes of the 07/11/2011 regular Town Board meeting be approved as submitted by the Town Clerk, seconded by Councilor Christopher Latremore.

PUBLIC COMMENT
WC FIRE DEPT. CONCERN
Jim Kelley, of the West Chazy Fire
Dept., along with David Lucia voiced concern about the minutes of the May 9,
2011 Town Board meeting that noted in resolution number 11-57 that the West
Chazy Fire District agree to the use of the field by Chazy Youth teams for (10)
ten years. They thought that the Town would be trying to control the use of the
ball field. The Town Board and Attorney for the Town, William Favreau advised
that was not the intent. The intent was for the Fire Dept. to allow the Town
Youth teams to use the field and that the Fire Dept. would have total control
of their field and that anyone wanting to use it would have to be authorized
use by the Fire Dept. and that a problem with parking can be controlled.
LITTLE CHAZY RIVER LOW
Renate Peterson of Fiske Rd.
voiced concern about the Little Chazy River being so low and a beaver dam
between the Duprey Road and the Ratta Road having anything to do with it and
what can be done. Supervisor Spiegel will check into it.
SOLAR
PROJECT PRESENTATION
Winslow Moore, president of Edge Design & Consulting
Inc. (EDC), gave a presentation to the Board about the possibility of
instituting a solar project for the Town to help offset the cost of electricity
by use of a grant. After his presentation Moore asked for a letter of intent so
that he could go onto the next step of designing the project for the Town.
Attorney for the Town requested that he have time to check out the wording of
the letter of intent and also a generic copy of a contract and that the two
missing councilpersons be given a chance for their input.

David Loope has completed a water certification
course.

Sand/Salt storage building update. AEDA plans sent to
DEC and awaiting their approval.

Pfizer may have another company to try and market
their Chazy property.
á
Chelynne Vesneske, of the Chazy Recreational Park
Playground Committee, asked if the Town could create a bank account to accept
all of the donations. Association of Towns advised that the Town could probably
create a Trust and Agency account that could be used strictly for playground
equipment.
á
That he will send a thank you letter to Woodmen of
the World for the donation of the new flag pole for the Town Hall.
á
Having received an email from Thomas Tetreault that
noted that the summer camps were well received. Baseball camp 40-45; Softball
Camp 21-27; Reading camp at West Chazy 10-12; Reading camp at Chazy 17 signed
up, but only 7-9 showed up because of the soccer camp running at the same time;
Street Camp 37-45. He further stated that on behalf of the town he would like
to thank all the volunteer coaches that took the time to make these camps
happen. Next year he would like to be able to offer these coaches a salary for
their time and maybe offer and Art Camp and a Tennis Camp. He would also like
to thank the board for the opportunity to offer these camps.

requests permission to apply for a grant from the 2011 Justice Court Assistance
Program for copier, scanner and fax machine, a fire, duress, low temp alarm, an
iron rail for handicap ramp, a security camera and monitor, and roof
replacement for the Town Hall;
NOW,
THEREFORE, BE IT RESOLVED, that the Chazy Town Board does hereby authorize T/J
Robert Dunlop to apply for a grant from the 2011 Justice Court Assistance
Program for new copier, scanner and fax machine for $827.00, fire, duress, low
temp alarm for $3,680.00, an iron rail for handicap ramp for $150.00, security
camera and monitor for $1,600.00 and roof replacement for $23,750.00.

Water Quality Improvement Projects and
Nonagricultural Nonpoint Source Projects
Municipal Resolution
Resolution authorizing the items listed below pursuant to
the Bond Acts enacted in 1965, 1972 and 1996 and the Environmental Protection
Fund, as well as federal grant awards available for such projects.
WHEREAS, the Town of Chazy, herein called the
ÒMunicipalityÓ, after thorough consideration of the various aspects of the
problem and study of available data, has hereby determined that certain work,
as described in its application and attachments, herein called the ÒProjectÓ,
is desirable, is in the public interest, and is required in order to implement
the Project; and
WHEREAS, the Environmental Conservation Law (ÒECLÓ)
AUTHORIZES State assistance to municipalities for water quality improvement
projects by means of a contract and the Municipality deems it to be in the
public interest and benefit under this law to enter into a contract therewith;
NOW, THEREFORE, BE IT RESOLVED BY the Town Board of the Town
of Chazy
1. That Staub
Spiegel, Supervisor, or such personÕs successor in office, is the
representative authorized to act in behalf of the MunicipalityÕs governing body
in all matters related to State assistance under ECL Articles 17, 51 and 56
and/or any applicable federal grant provisions. The representative is also
authorized to make application, execute the State Assistance Contract, submit
Project documentation, and otherwise act for the MunicipalityÕs governing body
in all matters related to the Project and to State assistance;
2. That the
Municipality agrees that it will fund its portion of the cost of the Project
and that funds will be available to initiate the ProjectÕs field work within
twelve (12) months of written approval of its application by the Department of
Environmental Conservation;
3. That one
(1) certified copy of this Resolution be prepared and sent to the Albany office
of the New York State Department of Environmental Conservation;
4. That this
Resolution takes effect immediately.
