CALL MEETING TO ORDER

Supervisor Staub Spiegel called the 04/11/2011 Regular Town Board meeting to order at 7:00 PM.

MINUTES

Councilor Donald Trombly made a motion that the minutes of the 03/14/2011 regular Town Board meeting be approved as submitted by the Town Clerk, seconded by Councilor Christopher Latremore.

The Supervisor and Town Clerk March monthly reports submitted to Board for review and filed.

PUBLIC COMMENT

CLEAR CUTTING AT RIVERVIEW CEMETERY

George Slosson, president of Riverview Cemetery Association, gave a report on how it came about to having the wood clear cut at the cemetery. He also advised that the Cemetery is a public non sectarian cemetery that sells lots to anyone. He also advised that they were still in the cleaning stage and that there was fire wood to be had by anyone and all they needed to do was to contact him before going onto the property.

Renate Peterson and Warren Bixler voiced their displeasure that the clear cutting took place and thought that it was a violation of the Town Zoning Law.

COUNTY LEGISLATOR TOM SEARS REPORT

County Legislator Tom Sears advised that the 2011 sales tax receipts are ahead of the projected figure.

The County took in $112,000 for parking at the airport for the month of March 2011.

SUPERVISOR ITEMS

Supervisor Staub Spiegel reports:

• A cement pad has been poured in the Town Hall garage to create a work station so as to make room for the vault.
• No swim program at the school this summer as they are in the next phase of work at the school and need to empty the pool.
• Having received the annual request to hold the annual Memorial Day parade.
• Having received a letter of resignation from Robin Brunelle for her position on the Town of Chazy Planning Board. She recommends Gina Faoro Gratton for the position.
• J.C.E.O. is temporarily manning the Outreach Center in West Chazy until it is determined what funds they will have from the new budget.
• That TD Bank has inquired if the Town would like to participate in the Infinity program which is a program that contributes to non-profit organizations.
• That he would like the Board to consider having a Face Book site.
• Nothing new on the Ingraham Road situation.
• Having received a letter from the Chazy Presbyterian Church requesting that O&M water charges be forgiven until they get a new pastor.

TOWN COUNCIL ITEMS

Councilor Donald Trombly Discussed The Following With The Board:

• Pump station problems on Duprey Road.
• At&t Cell Tower application.
• Time Warner Cable. Nothing new.
• Pfizer update. Not looking to demolish at this time.

Councilor Cathy Devins Discussed The Following With The Board:

• How was the new maintenance man working out? Working very good.

Councilor Jerry Deno Discussed The Following With The Board:

• Was the Code office software program ordered? Yes.
• J.C.E.O. budget. No knowledge of its budget at this time.

Councilor Christopher Latremore Discussed The Following With The Board:

• Having received a thank-you for the Highway Dept. for work well done from Jerry Beggs.
• Update on new highway truck. Has been received and is in process of being retrofitted.
• Update on Youth Program
• When roadside cleaning would start. Has started.

HIGHWAY SUPERINTENDENT REPORT

Highway Supt. Richard Lewis reports:

• Wishes to thank Christopher Latremore for filling the woodstove at the Highway Garage on week-ends.
• That the Town Board thinks over the matter of paying for anyone’s personal cell phone as it could possibly be a consideration of the Highway employees come contract time if they start doing that.

ANNUAL MEMORIAL DAY PARADE

Resolution: 11-50 04/11/2011

WHEREAS, a request was received, from Commander Steven W. Bowman, for permission to conduct the Annual Memorial Day Parade;

NOW, THEREFORE, BE IT RESOLVED, that the Chazy Town Board does hereby authorize the Russell B. Childs Post 769, American Legion, Chazy, NY to conduct the Annual Memorial Day Parade, scheduled for Sunday, May 29, 2011 at 12:00 noon.

AUTHORIZATION TO JOIN TD BANK INFINITY PROGRAM

Resolution: 11-51 04/11/2011

WHEREAS, TD Bank has inquired if the Town would like to participate in the “Infinity Program” which is a program that contributes to non-profit organizations by taking the average yearly balance of depositors checking and savings accounts, the bank then makes a contribution to the non-profit organization based on this;

NOW, THEREFORE, BE IT RESOLVED that the Town of Chazy would like to join the “Infinity Program” with funds to be used for the Chazy Youth Commission Programs for each year.

RESOLUTION REQUIRING MVR ON ALL NEW FUTURE HIRED PERSONNEL

Resolution: 11-52 04/11/2011

WHEREAS, our insurance company has recommended that the Town should acquire Motor Vehicle Records (MVR’s) on all new hired employees to reduce the liability of hiring someone with a bad driving record;

NOW, THEREFORE, BE IT RESOLVED that the Chazy Town Board does hereby require that the Town of Chazy acquire MVR’s on all new hired personnel in the future as standard procedure.

APPOINTMENT OF GINA FAORO GRATTON TO PLANNING BOARD

WHEREAS, Planning Board member Robin Brunelle has submitted her letter of resignation dated 03/30/2011; and

WHEREAS, Gina Faoro Gratton has agreed to the remainder of the five year term;

NOW, THEREFORE BE IT RESOLVED, that the Chazy Town Board does hereby appoint Gina Faoro Gratton of West Chazy to fill the remainder of the five (5) year term on the Town of Chazy Planning Board ending on December 31, 2015.
