Supervisor Staub Spiegel called the 04/13/09 Regular Town
Board meeting to order at 07:00 PM.

Councilor Donald Trombly made a motion that the minutes of the 03/09/09 regular Town Board meeting be approved as submitted by the Town Clerk, seconded by Councilor Cathy Devins.

That grant writer Adel Douglas, suggests having an
application ready for the construction of a salt and sand building should some
grant money become available. It suggested that an engineer is needed to report
on soil conditions at an estimated cost of $3,568.00
RESOLUTION
AUTHORIZING AN ENGINEER TO DEVELOP A REPORT ON SOIL CONDITIONS AT THE TOWN
GARAGE PROPERTY USING GENERAL TOWN BUILDING CONSTRUCTION TYPE CAPITAL RESERVE
FUNDS SUBJECT TO PERMISSIVE REFERENDUM

WHEREAS, Hwy. Supt. Richard Lewis, requests an engineerŐs
report on soil conditions at the Town Garage property that is needed to fill
out a grant application for the purpose of applying for funds to erect a salt
and sand storage building;
NOW,
THEREFORE, BE IT RESOLVED, that the Chazy Town Board does hereby authorize an
engineer to develop a report on soil conditions at the Town Garage property at a cost of not more than $4,000.00,
of which would come from the General Town Building Construction Type Capital
reserve fund, subject to permissive referendum; and
FURTHER RESOLVED, that the Town Clerk
advertise, in the Press-Republican a notice of adoption of resolution subject
to permissive referendum, authorizing use of General Town Building Construction
Type Capital reserve funds to make such improvements, not exceeding $4,000.00.

WHEREAS,
the Town of Chazy Highway Department has a surplus generator;
NOW,
THEREFORE, BE IT RESOLVED, that the Chazy Town Board does hereby authorize the
Town Clerk to advertise, in Press-Republican, the official newspaper, a request
for sealed bids on a surplus generator. The generator may be seen at the Town
Garage, Town of Chazy, 884 Miner Farm Rd., Chazy, NY. Bids will be opened at the Town Board Meeting, Monday May 11,
2009 at 7:00 pm at the Chazy Town Hall.

Having received a request of a Street light on Oliver
Street from Alexandria Bechard of Oliver Street.

That another letter went out to the people of the
proposed water district extension advising what the costs would be and if they
would like the Town to pursue extension. So far receiving a return of seven (7)
no and two (2) yes.
á
That he would like approval to have Jim West build
some Rec. Park equipment.
á
Thomas Tetreault has requested to be appointed as the
Chazy Youth Commission Chairperson as John Munson is resigning.
á
That John Munson reiterated his request for a storage
shed for the George Deno Memorial Park (WC Rec. Park).
á
That Dominic Fontana has advised that he was
requesting $350,000.00 of stimulus money for the Town of Chazy that could be
used for the Sewer District. Would like to request bids for a building at the
Sewer Plant to determine the possible costs of such a building and to see if
any stimulus money could be obtained to in fact build it.
CHAZY YOUTH HOCKEY
AGREEMENT FOR 2009

WHEREAS, it is required to have an agreement with the Chazy
Youth Hockey organization in order to provide funds;
NOW,
THEREFORE, BE IT RESOLVED, that the Chazy Town Board does hereby authorize the
Supervisor to enter into and sign an agreement with the Chazy Youth Hockey
organization to provide ice time for the youth of the Town of Chazy who wish to
free skate during the 2009/2010 calendar year at The ScottsŐ Memorial Rink
located at Macadam Road, for $3,000.00.

MEMORIAL POST 1418 TO SELL BUDDY POPPIES

WHEREAS,
Earl Robinson, Commander of Great Chazy River Memorial Post 1418 requests a
proclamation be signed by the Supervisor urging citizens to purchase Buddy
Poppies on May 11 - 16, 2009;
NOW,
THEREFORE BE IT RESOLVED, that the Chazy Town Board does hereby authorize the
sale of Buddy Poppies by the Great Chazy River Memorial Post 1418 during the
week of May 11 - 16, 2009; and
FURTHER
RESOLVED, that Supervisor Staub Spiegel is authorized to sign the following
Proclamation:
A PROCLAMATION
WHEREAS, the annual sale of BUDDY POPPIES by the Veterans of
Foreign Wars of the United States has been officially recognized and endorsed
by the governmental leaders since 1922, and
WHEREAS,
VFW BUDDY POPPIES are assembled by disabled veterans, and the proceeds of this
worthy fund-raising campaign are used exclusively for the benefit of disabled
and needy veterans and the widows and orphans of deceased veterans, and
WHEREAS, the basic purpose of the annual sale of BUDDY
POPPIES by the Veterans of Foreign Wars is eloquently reflected in the desire
to ŇHonor the Dead by Helping the LivingÓ; therefore I, Staub Spiegel, SUPERVISOR of the TOWN OF CHAZY do hereby urge the citizens of this community to
recognize the merits of this cause
by contributing generously to its support through the purchase of BUDDY POPPIES
on the days set aside for the distribution of these symbols of appreciation for
the sacrifices of our honored dead.

urge all patriotic citizens to wear a BUDDY POPPY as mute evidence of our gratitude
to the men and women of this country who have risked their lives in the defense
of the freedoms, which we continue to enjoy as American citizens.

freezing in the winter; and
WHEREAS,
a building is needed to be built to help alleviate the problem of freezing; and
WHEREAS,
the building could possibly be paid with Federal stimulus funds;

THEREFORE, BE IT RESOLVED that the Chazy Town Board does hereby authorize the
Supervisor to request bids for a building to be built at the Waste Water plant
to cover the aerations and digesters area in order to determine the cost that
would be submitted in an attempt to obtain Federal Stimulus funds.

and their equipment due to weather conditions; and
WHEREAS, the Chazy Lions Club has
requested permission to build a band stand at the Chazy Recreation Park;

THEREFORE, BE IT RESOLVED that the Chazy Town Board does hereby authorize the
construction of a Band Stand by and at the expense of the Chazy Lions Club, and
to receive help from the Town to deliver power to that band stand to be located
in a location authorized by Board members.
